The Wooden Arrows are given by default when Arrows are picked up from either treasure chests or mob drops and become effective after obtaining the bow.
The maximum can be increased by finding Arrow Capacity Upgrades.
Retro Variation
In Retro Variation, the Wooden Arrows are an independent item that must be purchased to use them after obtaining the bow. They can be purchased prior to obtaining the bow but won't yet be effective.
