The Bombos Tablet is located near the Light World Desert of Mystery but accessed via the Dark World and thusly requiring the Magic Mirror to warp back to the Light World. You'll also need the Book of Mudora and a magical sword to activate the tablet. There is one item located inside. If you have the Book of Mudora prior to a magical sword, you can read the inscription to get a hint as to what is inside the Tablet.
